NATIONAL CANCER SCREENING SERVICE ESTABLISHES A QUALITY ASSURANCE COMMITTEE FOR THE NATIONAL SCREENING PROGRAMME

The National Cancer Screening Service (NCSS) today announced the establishment of a Quality Assurance (QA) Committee for the National Cervical Screening Programme in advance of the roll out of the Programme on a national basis.

The QA Committee has been established to review international standards, recommend best practice, monitor and evaluate achievement of the recommended standards and monitor and support adherence by service providers. The QA Committee will report to the Chief Executive Officer of the National Cancer Screening Service Board who has overall responsibility for quality assurance in the National Cancer Screening Service programmes.

The QA Committee will be chaired by Mr Simon Kelly , former Chief Executive Officer of the National Standards Authority of Ireland (NSAI). Three specialty groups, Smear Taker / Primary Care Group, Cytology / Histology Group and Colposcopy / Gynae Oncology Group, will support the QA Committee and link with international bodies and professional advisors.

The Smear Taker/ Primary Care Group will be chaired by Dr Billy O'Connell , a General Practitioner in Miltown Malbay with specific interest in Practice Management, medical standards and quality assurance.

The Cytology / Histology Group will be chaired by Dr David Gibbons , a consultant cyto/histopathologist with a specific interest in Gynaecologic Cytology and Pathology and particularly Cervical Carcinoma, including Molecular Pathology, Aetiology, Screening and Diagnosis.

The Colposcopy / Gynae Oncology Group will be chaired by Dr Grainne Flannelly, a Consultant Obstetrician Gynaecologist, National Maternity Hospital, Holles Street with a special interest in colposcopy and gynaecological cancer.

Speaking today, Mr Tony O'Brien, Chief Executive Officer, NCSS, welcomed the establishment of the QA Committee commenting “The Quality Assurance Committee for the National Cervical Screening Programme will provide recommendations, advice and endorsements of quality standards to the Programme ensuring the development and roll out of an effective well organised and quality assured service. We will work with service providers to assist their achievement of the highest possible standards."

Dr Marian O'Reilly, Dr Patricia Fitzpatrick and Dr Alan Smith are also members of the QA Committee.

Mr Simon Kelly
Simon Kelly was the first Chief Executive Officer of the National Standards Authority of Ireland (NSAI). Mr. Kelly joined the NSAI, a Semi-State organisation, as CEO in 1997. The NSAI comes under the auspices of the Department of Enterprise, Trade and Employment. Mr. Kelly was also President of NSAI Inc., NSAI's wholly owned US subsidiary which is headquartered in New Hampshire, USA. The primary activity of NSAI Inc. is Medical Devices approvals.

Mr. Kelly was also a Member of the Administrative Board of CEN, the Committee for European Standardisation, and he has served a term as a member of CEN's Finance Subcommittee (CACC Finance) completing his term in December 2004. During Mr. Kelly's tenure at the NSAI, and following strategies to increase significantly NSAI's participation and leadership in standardisation, the NSAI was elected to serve on the ISO (International Standards Organisation) Council from 2003 to 2004 inclusive.

Dr Billy O'Connell
Dr Billy O'Connell is General Practitioner in Miltown Malbay, Co. Clare. Dr O'Connell was involved in the development of the Shannondoc service serving as its Chairman for a number of years and has worked as GP trainer for a number of years with the Irish College of General Practitioners (ICGP) in the Limerick area.

Dr O'Connell has specific interests in Practice Management, medical standards, and Quality Assurance and holds diplomas in therapeutics and tropical medicines as well as having completing modules in medical education with the ICGP.

Dr. David Gibbons MB FCAP
Dr David Gibbons is a consultant cyto/histopathologist with a specific interest in Gynaecologic Cytology and Pathology and particularly Cervical Carcinoma, including Molecular Pathology, Aetiology, Screening and Diagnosis.

Dr Gibbons trained and worked in the United States for five years and now heads up the gynaecologic cytology screening service in St. Luke's Hospital.

Dr Gibbons is a visiting lecturer in UCD and attends St. Vincents Hospital and The National Maternity Hospital. He has been published extensively in peer reviewed journals on this and related topics.

Dr Grainne Flannelly
Dr.Gráinne Flannelly,is a Consultant Obstetrician Gynaecologist, National Maternity Hospital, Holles St. since 1997 with a special interest in colposcopy and gynaecological cancer.

Dr Flannelly completed a research doctorate on the management of women with mild and moderate dyskaryosis at the University of Aberdeen and received specialist training in Gynaecological Oncology at the Northern Gynaecological Cancer Unit, Gateshead.

Dr Flannelly has completed a large multi-centre research project on cervical screening in older women in association with the National Health Service Cervical Screening publications ( NHSCSP).

Dr Flannelly is the lead clinician at the Colposcopy clinic National Maternity Hospital since 1997 and is the current Irish representative and Chair of the IT Committee of The British Society for Colposcopy and Cervical Pathology.
